Painted concrete can be made porous with sandblasting or other hard abrasive actions. While you can install tile directly on concrete problems erupt when the concrete cracks or shifts. Be sure to use a high adhesion primer to create an ideal environment for the paint itself. Sheets of cement backing available from most do it yourself.

Lay down more hardibacker over painted concrete and adhere the tile to that. Ceramic tiles will not adhere to an enamel painted floor because the surface is too smooth. High adhesion primer will chemically bond to the tile itself while still creating a surface on which you can reliably paint. All paint will need to be removed before you begin installing the tile. I can tell you from working in this area that the paint coating does seem to be well adhered to the concrete. Unless the paint in question is properly applied epoxy paint not the kind that comes in a spray can you shouldn t install ceramic tiles over either paint or paint overspray.

You need not be in this business for long time before the pickle of having to work over a painted concrete surface comes up. Paint used on concrete will not bond with the tile adhesive. Basement mudroom or ground floor laundry room you need to figure out this step before going to far along. It will help to prevent peeling and flaking of the paint over time.

You should either strip or bead blast the concrete and thoroughly clean it. Priming the tiles is one of the most critical and often overlooked steps.
